Centre asks States, UTs to conduct social audit for mid-day meal scheme

In News 
  • The government of India has asked the states and the union territories (UTs) to carry out a social audit for the mid-day meal scheme in every district by November 30.
  • The social audit is mandatory under the National Food Security Act, 2013.
Concerns associated with Social Audit 
  • In many cases states have not submitted the final report of the social audit to the Department of School Education and Literacy under the Ministry of Education.
  • Meghalaya government has still not submitted the final audit report for the years 2019-20.
  • In at least nine states and four UTs, social audits for 2021-22 have not even been initiated.
  • Many states like Arunachal Pradesh, Bihar, West Bengal etc reported not to have carried out social audits in 2021-22.
  • Social audit is never done: In the UTs of Andaman and Nicobar Islands, Puducherry, Ladakh and Lakshadweep, social audits have never been done, showing records.
Mid Day meal Scheme 
  • The scheme guarantees one meal to all children in government and aided schools and madrasas supported under Samagra Shiksha.
  • Students up to Class VIII are guaranteed one nutritional cooked meal at least 200 days a year.
  • The Scheme comes under the Ministry of Education.
  • The Scheme is also covered by the National Food Security Act, 2013
  • Under Section 28 of the National Food Security Act, 2013 social audit of the scheme is mandatory.
