China has enacted an education law to reduce the "twin burdens" of homework and off-site tutoring in essential courses.
Issue
Currently, China is facing a structural imbalance in its job market with an oversupply of university graduates but
a shortage of highly skilled factory workers.Solution with new law
- The new law, which has not yet been published in its entirety, makes local governments responsible for ensuring that the twin pressures are reduced and asks parents to arrange their children's time to account for reasonable rest and exercise, reducing pressure and avoiding overuse of the internet, according to the agency.
- Parents or guardians who fail to fulfill their family education duties, or incorrectly do so, will bear legal responsibility. If a minor misbehaves or commits crimes, the guardians will be reprimanded or ordered to go through a family education guiding program.
- Policymakers want to reduce the workload of students and ensure educational equity, besides increasing the supply of skilled workers to meet the demands of an economy transitioning to advanced industry and technology-led growth.
- This could signal long-term changes to China’s education landscape.
