More online exams, policy to allot centres

  • A high-level committee headed by former ISRO Chairman Dr K Radhakrishnan submitted a report recently to the Ministry of Education, suggesting measures for the “smooth and fair” conduct of examinations.
Recommendations
  • Conducting entrance exams online wherever possible, and using a system where question papers can be transmitted digitally but answered on paper.
  • More involvement of states to help strengthen exam integrity. This includes setting up coordination committees at the district and state level to provide a secure test-administration system.
  • Developing a testing centre allocation policy so that test-takers are allotted a testing centre in the district where they reside. There were concerns that many candidates are peculiarly selecting exam centres very far from the place of their residence.
  • Setting up a secured testing centre in each district.
  • Setting up mobile testing centres in rural and remote areas.
  • Testing in multiple sessions and multiple stages. Multiple stage examinations involve more than one exam, like the JEE-Main and JEE-Advanced for admission.
  • Setting up systems for multi-stage authentication of a candidate’s identity using Aadhaar biometrics.
  • Developing guidelines for the setting of question papers, and ensuring training for teams involved in testing.
  • Strengthening the NTA by employing more permanent staff.
  • The recommendations are not limited to NEET-UG, and include long-term measures for all entrance tests conducted by the Centre.
  • Among the recommendations it has made is the migrating to computer-adaptive testing. Instead of the same set of questions being offered to everybody, computer-adaptive testing is a form of computerised testing in which questions are selected based on the test-taker’s ability.
  • This ability is determined and updated based on responses during the test. Test-takers are tested on different combinations of questions, with this improving security and assessing individual abilities.
  • Long-term recommendations also include developing infrastructure for a public test platform of the NTA.
