Social Progress Index (SPI) 2022

  • Recently, the Economic Advisory Council to Prime Minister (EAC-PM) along with Institute for Competitiveness and Social Progress Imperative released the Social Progress Index (SPI) for States and Districts of India as mandated by the EAC-PM.
Assessment of SI Score
  • The states and districts are assessed based on 12 components across 3 critical dimensions of social progress i.e., Basic Human Needs, Foundations of Well-Being, and Opportunity. It uses 89 indicators at the state level and 49 indicators at the district level.
  • The Basic Human Needs dimension includes an assessment of the performance in the areas of water and sanitation, personal safety, shelter, and nutrition and basic medical care. Foundations of Wellbeing dimension assesses the progress made in increasing access to basic knowledge, access to ICT, health and wellness and environmental quality.
About SPI
  • The SPI provides a “comprehensive measure of social progress based” on social and environmental indicators that can complement the Gross domestic product (GDP) as a measure of well-being.
  • So, the SPI is the first holistic tool that is designed to measure social progress independent of GDP.
  • SPI is a tool that can serve as a holistic measure of a country’s social progress at the national and sub-national levels.
  • The index assesses states and districts based on 12 components across three critical dimensions of social progress – Basic Human Needs, Foundations of Wellbeing, and Opportunity.
  • The index uses an extensive framework comprising 89 indicators at the state level and 49 at the district level.
Score of SPI 2022
  • Tier 1: Puducherry (65.99) scored the highest because of its performance in components like personal freedom and choice, shelter, and water and sanitation. Lakshadweep and Goa recorded the second and third-highest scores of 65.89 and 65.53, respectively. These states and union territories were categorized under Tier 1.
  • Tier 6: Assam, Jharkhand and Bihar scored the lowest in India. They were categorized in Tier 6.
  • The top performing states in the Water and Sanitation and Shelter components are Goa, Puducherry, Lakshadweep, and Chandigarh.
  • The top performers are Mizoram, Himachal Pradesh, Ladakh, and Goa. Within the dimension, Punjab (62.92) scored the highest in the Access to Basic Knowledge component and Delhi (71.30) is the top performer in the Access to ICT component.
  • Tamil Nadu (72) scored the highest in the opportunity dimension. Sikkim was the top performer in Inclusiveness, and Andaman and Nicobar Islands scored the highest for the Personal Rights component.
